The Washington State University Parking and Transportation Task Force wants to thank the WSU Pullman Campus community for all of the valuable feedback they received. After reviewing the feedback the Task Force made amendments to both the proposed rate increase and zone changes. Please see the approved rate increase table and zone change map below.

Permit holders may be eligible for a prorated refund on their annual permit before May 15 of the permit cycle. The online Parking Permit Refund/Payroll Deduction Stop form must be completed and submitted. 

Pre-tax payroll deductions are not eligible for prorated refunds. However, future payroll deductions may be stopped at any time during the permit cycle by filling out and submitting the online Parking Permit Refund/Payroll Deduction Stop form.

Annual Parking Permit Waitlist

Annual parking permit waitlists are seniority-based meaning your position can change up or down based on who is added to the waitlist. Faculty and Staff are given priority on the commuter permit waitlists (Orange, Green Yellow, Red, and Blue).  We do our best through weekly parking lot surveys to notify customers on waitlists as soon as possible. There are some zones that will take longer than others to be notified for, and there are some zones that we may not be able to release any permits into.

It is the responsibility of the individual adding themselves to the waitlist to ensure their priority is assigned correctly or to inquire about their position on a given waitlist. To do so, please contact the Transportation Services office at 509-335-PARK (7275).

Daily permits are sold on a space-available basis. Daily permits can be purchased online at our Service Center, at the Transportation Services building, or at the Brelsford WSU Visitor Center in downtown Pullman.

Note: Students living on-campus in a residence hall are ONLY eligible to purchase Blue, Gray, and Crimson Permits. The Gray and Crimson parking areas are only for Students living on-campus in a residence hall.

Departmental Permits

Parking Permits Available to WSU Departments

There may be times when it becomes necessary to use a personal vehicle for University business such as attending meetings, training, working on department equipment, running errands for the department, etc. The options described below can help you during these times. Traveling to and from work is NOT considered to be a university business-related event.

Please Note: The proper stewardship of state resources, including funds, facilities, tools, property, and employees and their time, is a responsibility that all state officers and employees share. Accordingly, state employees may not use state resources for personal benefit or gain or for the benefit or gain of other individuals or outside organizations. Personal benefit or gain may include a use solely for personal convenience, or use to avoid personal expense. Washington Administrative Code 292-110-010

Departmental Permits

Transportation Services is dedicated to making parking arrangements easy and as seamless as possible for guests of the university. Whether you are hosting one person or a group, we can help make their visit a positive one. The Departmental Guest Parking Account allows for departments to send out permit invites to their guests, bypassing the need for a physical permit and unneeded stops prior to their final on-campus destination.

Another benefit is your department is only charged for the permit invites that are claimed. For example, if you send out 50 permit invites and only 25 are claimed, your department will only be charged for 25 permits.

If you are interested in setting up a Departmental Guest Parking Account, please fill out the Departmental Guest Parking Account request form and send it to transportation@wsu.edu along with a blanket IRI. Please allow 3 business days for the account to be set up.

Other Permits Options

Annual Parking Permits:
Annual parking permits can be purchased for the WSU zone parking system and can allow some parking flexibility depending on your needs. For example, if you work in Carpenter Hall, and need to attend meetings at French Administration, you can purchase an Orange 2 permit. This permit allows you to park in Orange 2 (Daggy Garage) and any Green (including Green 1 and Green 2), Yellow, Red, or Blue zone. Annual permits are sold on a space-available basis. Daily Parking Permits:
Daily parking permits can be purchased on an as needed basis for those times when you have a need to park for meetings, training, etc. and do not want to purchase an annual permit for the entire year. For example, if you have a Blue permit, but you need to park near Lighty Student Services for training, you can purchase a Green 1 permit for the day. Follow this link for daily permit rates.

Service and Mall Service Permits:
Service and Mall Service permits can be issued to those individuals who need 15-minute access to these areas. There is no charge for these permits; however they do need to be displayed with a valid WSU parking permit. There are 2 types of Service and Mall Service permits:
Shared/Hanging Service or Mall Service Permits:
These permits are issued to departments and are designed to be used and shared by several people in the department. Typically these permits are checked out from someone in the department that has the responsibility of securing the permits. These permits are valid for a maximum of 15 minutes.

Daily Parking Permits

You can purchase a parking permit from the Brelsford WSU Visitor Center located at 150 NE Spring Street, in downtown Pullman between the hours of 8:00 a.m. to 5:00 p.m. Monday through Friday, or at the Transportation Services building, 7:00 a.m. to 5:00 p.m. Monday through Friday.

Convenient Garage Options

Central Campus Parking is available 24 hours a day in the Smith Center Garage and the Terrell Library Garage. The Smith Center Garage is located just off Stadium Way near the Fine Arts Building in the middle of campus.

To access the Terrell Library Garage, turn left from Stadium Way onto Cougar Way, just past Smith Gym, is the booth entrance on the left. These garages are available 24 hours a day on a payment-basis. If the cashier is not on duty, pre-purchase a parking permit from the permit vending machine located at the entrance to the parking garage.

Please display this permit on the lower left hand (driver’s side) corner of your windshield.

Be Sure to Read the Signs!

Parking is enforced 24 hours a day, every day, so please make sure you park legally. After 5:00 p.m. some Parking Zones do not require permits. Areas where permits are required 24 hours a day include Disabled Parking Spaces, Service Access Spaces, and Fire Zones.

Some zones require permits at all times. These zones include but are not limited to Gray, Crimson, and select Green Parking Zones.

You can recognize these areas by the signs that say: “Permits Required At All Times” at the entrance to the parking lot. If your vehicle becomes inoperable, call our office to have your name added to the Inoperable Vehicle Log.

The following guide will help you understand how your parking permit may be used in other zones around campus.

Orange permits:

Orange permit holders may park in their numerically assigned orange zone, or in any green, yellow, red, or blue zone. For example, an orange 2 permit is valid in the orange 2 zone and in any green, yellow, red, or blue zone. It is not valid in other orange zones. This parking permit is valid in the Student Recreation Center parking lot.

Green permits:

Green permit holders may park in their numerically assigned green zone, or in any yellow, red, or blue zone. For example, a green 2 permit is valid in the green 2 zone and in any yellow, red, or blue zone. It is not valid in any other green zones. This parking permit is valid in the Student Recreation Center parking lot.

Yellow permits:

Yellow permit holders may park in their numerically assigned yellow zone, or in any red or blue zone. For example, a yellow 2 permit is valid in the yellow 2 zone and in any red, or blue zone. It is not valid in any other yellow zones. This parking permit is valid in the Student Recreation Center parking lot.

Red permits:

Red permit holders may park in their numerically assigned red zone, or in any blue zone. For example, a red 4 permit is valid in the red 4 zone and in any blue zone. It is not valid in any other red zones. This parking permit is valid in the Student Recreation Center parking lot.

Crimson permits:

(Resident Priority Parking) Crimson 1 permit holders may park in the crimson 1 zone, or in any gray 1, or blue 1 zone. Crimson 2 permit holders may park in the crimson 2 zone, or in any gray 2, or blue 1 zone. Crimson 3 permit holders may park in the crimson 3 zone, or in any gray 2, or blue 1 zone. Crimson 4 permit holders may park in the crimson 4 zone, or in any gray 1 zone, or blue 1 zone. All crimson permits are also valid in the Student Recreation Center parking lot.

Gray permits:

Gray permits: (Resident Priority Parking) Gray permit holders may park in their numerically assigned gray zone, or in any blue zone. For example, a gray 1 permit is valid in the gray 1 zone and in any blue zone. It is not valid in other gray zones. This parking permit is also valid in the Student Recreation Center parking lot.

Blue permits:

Blue permits: (Peripheral Parking) Blue 1 permit holders may park in any blue zone. This parking permit is also valid in the Student Recreation Center parking lot.

Day permits:

Day permit holders may park in any green, yellow, red, or blue zone.

College Hill Permits

College Hill PermitsCollege Hill permit holders may park in their numerically assigned college hill zone. For example, a college hill 1 permit is valid in the college hill 1 zone. It is not valid in other zones. This parking permit is also valid in the Student Recreation Center parking lot.

Golden Cougar permits:

Golden Cougar permits: (WSU Retiree) Golden cougar permits are valid in any green, yellow, red, or blue zones. This parking permit is also valid in the Student Recreation Center parking lot. Staff who are employed by the university or by other entities located on campus after formal retirement are not eligible to use a golden cougar permit in lieu of a regular paid zone permit.

Motorcycle permits:

Motorcycle permits: Motorcycle permits are valid within the boundaries of areas specifically posted and/or marked for motorcycle permits. This parking permit is also valid in the Student Recreation Center parking lot.

Moped permits:

Moped permits: Moped permits are valid within the boundaries of areas specifically posted and/or marked for moped permits. This parking permit is also valid in the Student Recreation Center parking lot.

Commercial permits:

Commercial permits are valid in service zones, and green, yellow, red, and blue zones. Commercial permits are not valid in orange zones, pay lots, or other restricted spaces. This parking permit is also valid in the Student Recreation Center parking lot.

Pre-Tax Payroll Deduction faq

What is the Pre-Tax Parking Fee Deduction Program?

The Pre-Tax Parking Fee Deduction Program allows you the choice to payroll deduct your parking fees on a pre-tax basis. When you elect to payroll deduct on a pre-tax basis, it reduces your taxable income. This allows you to realize savings in Federal Income Taxes, Social Security, and Medicare. Due to recent changes in Federal tax laws, up to $255 personal parking expenses per month can be paid for on a pre-tax basis through this program.

How do I know if I am eligible?

You are eligible for the Pre-Tax Parking Fee Deduction Program if you are a member of the WSU Faculty, Classified Staff, Administrative & Professional Staff, and Graduate Students on an appointment of 0.50 FTE or greater. Temporary employees are not eligible.

Why are non-WSU employees excluded from the Pre-Tax Parking Fee Deduction Program?

The law does not exclude non-WSU employees from the Pre-Tax Parking Fee Deduction. However, since WSU is not paying these affiliates we have no ability to offer a parking deduction whether pre-tax or not. This benefit would need to be provided by their employer. Non-WSU employees should contact their employer for more information.

How do I enroll?

If you are eligible to participate, all you need to do is select the Payroll Deduction option on the Web when you purchase your permit. Make sure you check the appropriate box in the “pre-tax election” section and indicate the number of payroll deductions.

Do I have to enroll in the Pre-Tax Parking Fee Deduction Program? Is it mandatory for all employees?

No. Enrollment in the Pre-Tax Parking Fee Deduction Program is voluntary.

Can I still use payroll deduction for my parking permit without enrolling in the Pre-Tax Parking Fee Deduction Program?

Yes. Simply check the “No” box under the “pre-tax election” section of the Parking Permit Payroll Deduction Authorization Form.

When will the payments be deducted from my paycheck?

Following submission of the Parking Permit Payroll Deduction Authorization Form payments will automatically be deducted from your paycheck on a pre-tax basis each pay period (the 10th & 25th of each month). In most cases, the first payroll deduction will occur on September 10th. Additionally, you can choose the number of payroll deductions that suits you, as long as the pre-tax deduction is not over $255 per month.

Can I get a refund on my permit if I purchased it using the Pre-Tax Parking Fee Deduction Program?

No, but you can stop the payroll deduction at any time prior to the month that you want the Pre-Tax Parking Fee Deduction to stop.
Important Note About Refunds: Federal law prohibits refunds of pre-tax qualified parking deductions. This is clearly stated on Parking Permit Payroll Deduction Authorization Form signed by the participant. According to the federal law and regulation, an employee who ceases to participate in the Pre-Tax Parking Fee Deduction Program (such as in the case of termination of employment) would not be entitled to receive a refund.

Tax laws do not allow for a refund of the Pre-Tax Parking Fee once deducted. Therefore, it is recommended that you payroll deduct through the end of the plan year (September through August) or until your academic or cyclic appointment ends each year.

If you wish to stop parking permit fee deductions, return the permit to the Parking office for cancellation of the authorization and the deduction will be stopped on the next available pay cycle.

Can I get a refund on my permit if I purchased it using the Post-Tax Parking Fee Deduction Program?

Yes, however the permit needs to be returned before May 15th of the year the permit expires. Refunds are processed by WSU Student Accounts. Please inquire at Room 342, French Administration Building or call 509-335-9651.

Will the amount of the Pre-Tax Parking Fee Deduction impact the amount I can contribute to my retirement plan or tax sheltered annuities?

No. Your retirement contributions will not be affected.

Will the Pre-Tax Parking Fee Deduction affect my Social Security benefits?

Since this program has the general affect of lowering your taxable income, Social Security benefits may be slightly reduced for certain participants.

Will the Pre-Tax Parking Fee Deduction reduce my retirement benefit?

No. The Pre-Tax Parking Fee Deduction will not impact your retirement benefit.

Parking Permit faq

What is License Plate Recognition (LPR) and why do I need to enter my license plate?

Washington State University (WSU) utilizes vehicle license plate recognition (LPR) hardware and software for its parking system. LPR and pay-by-plate technology specifically connects campus-parking permits to individual vehicle license plates. These technology improvements significantly enhance and simplify the customer experience, enforcement, and parking lot utilization analysis.

What happens if I enter my license plate number incorrectly when purchasing a permit?

Entering your vehicle information correctly is vital to the LPR system. If you enter your license plate number incorrectly, you may be subject to a parking ticket. Please double check your information to make sure it is correct.

How will my license plate information be used?

The license plate information collected in this process will only be referenced against the campus database for the strict purpose of verifying WSU Pullman parking permits on campus. The enforcement rules will not change because of this new technology. For more information please read the LPR Privacy Policy.

How can I purchase a virtual permit?

Virtual annual and daily permits may be purchased online at https://parking.wsu.edu/. Ensure License Plate information is correct. License Plates entered incorrectly may be subject to a ticket.

What happens if I don’t have access to a computer or a phone?

You may stop by the WSU Transportation Services office or the Brelsford WSU Visitor Center to purchase a permit.

What if I get a new vehicle or a new license plate?

If your vehicle does not have license plates yet, please either enter the temporary license plate number or contact the Transportation Services office via email or phone with your Vehicle Identification Number (VIN). It is imperative that your license plate and vehicle information is current and correct in order to avoid an unnecessary ticket. Please visit your online parking account to update your vehicle information immediately. Once you get your permanent license plates, contact Transportation Services to update your account.

What if I have a loner vehicle or a rental car?

Individuals are allowed to add a “Temporary Replacement”; this includes loaner vehicles and rental cars. It is important that you remove vehicles from your account as soon as your use of the temporary vehicle has ended.

Can I park multiple cars on campus at the same time registered to the same permit?

No, you may only park one vehicle per permit on campus at one time. Individuals who park more than one vehicle with only one parking permit permission on campus at the same time are subject to a parking ticket.

Can I still use my EasyPark in-car meter? I use it when I need to visit across campus and park in a lot I don’t have a permit for. How does a license-plate-recognition scanner know how long is left on my meter?

Yes, you can still use the EasyPark devices. You will display them as you always have. When the license-plate-recognition (LPR) system reads your license plate and recognizes you do not have a permit, the enforcement officers are trained to look for these alternate “permits” before issuing a citation.

How does the switch impact departmental permits?

All departmental permits are still valid. As physical departmental permits expire or the department runs out of them, we have alternate solutions for them within the license-plate-recognition (LPR) system. Please contact WSU Transportation Services to learn more about these options.

Can I still park at the University of Idaho with my WSU parking permit? How will UI Parking know that I have a WSU permit, if I don’t have one displayed in my car? 

Yes, you can still park at the University of Idaho. The only difference is that you must print off a physical permit to display in your vehicle. You can obtain this permit by logging into your parking account and selecting the UI Reciprocal option and printing it off. This permit is valid for the current semester.

  •   NOTE: The same arrangement is made for the WSU Spokane campus reciprocal agreement. The only differences are that you will select the Spokane Reciprocal Permit and a new one must be printed off daily.

My wife/husband and I both work at WSU and we buy two permits. All of our cars are listed on both of our permits in both of our parking accounts. Will there be any problem when we both drive to campus and park?

No. The LPR system will associate the proper permit with the first vehicle. The second vehicle will be associated with the second permit. For example: You and your wife/husband have an Orange 1 and a Green 5, respectively, and both of your vehicles are associated to both permits on both accounts.. You park in Green 1 and your wife/husband parks in Green 5. The LPR vehicle goes through the Green 1 lot first, it will associate the Orange 1 permit to your vehicle as a Green 5 is not valid in Green 1. Then when the LPR vehicle goes through the Green 5 lot, it will recognize that the Orange 1 permit has already been associated to your vehicle and will associate the Green 5 permit to your wife/husband’s vehicle. For additional details, please contact WSU Transportation Services.    

I have a Green 2 permit.  What happens if I need to drive a different vehicle to campus than the one listed on my online account profile?

If you do not have the alternate vehicle’s license plate associated with your permit in your parking account, you can login to your online parking account at https://parking.wsu.edu  and add that license plate to your permit. Or, you can call the Transportation Services office at 509-335-PARK (7275) and we will be happy to add the license plate to your permit in your account for you.  Even if you will only have that vehicle for a short time (e.g. a rental car), you must add it to your permit or ask us to do that for you.

I co-pay for a parking permit with a friend who also works on campus, and we carpool as often as possible. So, both of our cars are listed on the permit. What if we need to drive separately to campus on the same day (meaning that only one of us can legally “use” the permit that day)?

As in the past, you can only park one vehicle on campus at a time per permit. If you share an annual permit, and you need to bring both cars to campus at the same time, one of you would have to purchase a daily permit for that day. You can go online (https://parking.wsu.edu)—or use your cellphone—to purchase a daily permit which will automatically be associated with the appropriate license plate. You will need to know your vehicle license plate, make and model.

I buy a permit to park in the Smith Center garage (Orange 3), a place where many people pay to park hourly. If there isn’t an attendant on duty to keep an eye on available spaces, how will I always know that I have a parking space if I have to come and go from the lot during the work day?

In order to ensure Orange 3 permit holders always have a space in the Smith Center garage, we are setting aside an “Orange 3 Permit Only” section on the top floor. Orange 3 permit holders are allowed to park anywhere in the garage; however, if spaces are limited, there will be space available in the Orange 3 Permit Only section.

Will garages have license-plate-recognition sensors on the entrances, or will people have to drive the specially equipped LPR vehicles around in the garages?

Yes, the Terrell Library and Smith Center garages have LPR cameras at the entrances and exits.

How does The LPR system make Transportation Service’s operations more efficient? 

LPR increases our efficiency to enforce lots, which results in a greater value for our permit holders. The more efficiently we can enforce lots means we are more likely to find vehicles parked without permits.  LPR can be seen as a deterrent for people to park in the lots without permits, which translates to more open parking for those who paid for a permit. Also, in most cases there is no reason for customers to have to come to the Transportation Services office to purchase a permit. Everything can be done online and all you need to have at hand is your vehicle’s license plate, make, and model. This saves our customers time and the hassle of having to come in person to our office.

My friend is a physician who works on campus. Why does she have a physical permit, but I don’t? 

Some permits  still need to be picked up at our office and displayed, such as Motorcycle, Golden Cougar, Orange 5 MD, Orange 5 HD, Commercial, Mall Service, Service, etc. Please contact Transportation Services if you have a question as to whether or not your physical permit still needs to be displayed.

Since Transportation Services is self-sustaining, does this mean people are losing their jobs because of technology?

No. Our staffing is not changing because of LPR. Our enforcement staff is made up of mostly students (nearly 30 of them) and we still depend on them to help enforce parking rules and do simple lot maintenance.

I am hoping that my family will come to visit me this semester and be here for two or three days. What can I do to help them avoid getting parking tickets when they want to park on campus?

You have several options.  For example, if you bought a parking permit for your vehicle for the year, you could add your family’s license plate to your permit in your online account—but remember, only one car can use a permit at a time, so you might want to park off campus during their visit.

If you don’t have a permit (or if you do but want them to have their own) remind your family—or any other visiting guests throughout the year—to go online or use a cellphone to purchase a daily permit for each day they park on campus.

Why do I have to pay to park?

WSU Transportation Services is a self-supported auxiliary and does not receive federal, state, grant or tuition funding. Revenue for capital projects, maintenance, and operations comes solely from parking fees and fines.

Why does Transportation Services block lots off during events?

 Being that a majority of our large venues/events are located in the core of campus (Football, Basketball, commencement, etc.), this requires parking lots to be cleared in order to accommodate the large number of visitors these events draw.

Can I buy a permit from someone other than Transportation Services?

No. The only place you can buy a permit to park on the WSU Pullman Campus is from WSU Transportation Services.

Can someone else use my permit?

Yes. If you purchase a permit together with someone else, you can both use it as long as both vehicle license plates are associated to the permit. However, you cannot both use the permit at the same time. Only one car may park on campus at any given time.

Do I have to purchase a permit during open permit sales? (i.e. I am bringing my car to campus later in the year.)

No. Permits are sold all year based on availability. Permits are prorated based on the time of purchase, the prorate schedule can be found at: https://transportation.wsu.edu/permits/

What is needed to purchase a permit?

You will need to know your vehicle make, color and license plate. Ensuring your license plate is accurate on your parking account is very important as your parking permissions are tied to your license plate.

I do not have a car, what are my options for transportation around Pullman?  What are my options to return home over break?

To get around campus and the city of Pullman, Pullman Transit, Zipcar, Zimride and Biking/Walking are all great options. Additionally, you can checkout and rent a Coug Bike (UREC program) at one of the 11 stations around campus. (https://transportation.wsu.edu/transportation-options/)

To get home over breaks, Wheatland Express provides service for weekend and holiday trips to the greater Seattle area and Spokane International Airport. In addition, seasonal service is available to other parts of the Northwest including Tacoma, Tri-Cities, and Portland/Vancouver. (https://transportation.wsu.edu/transportation-options/)
