Transportation Services Pedestrian Mall Policy Details

General Policy

  • Vehicular traffic and parking is prohibited on the pedestrian malls unless expressly authorized below.
  • Vehicles requiring access to provide services to the buildings surrounding the malls must park in or use the areas identified below.
  • When access and parking is authorized, the vehicle must access the pedestrian mall using the most direct route in and out of the mall.
  • No “shortcutting” through the pedestrian mall is authorized.

Authorized and Prohibited Uses:

  1. Persons with Disabilities: Access and parking for persons with disabilities with a valid WSU zone permit and a state-issued disability parking permit is authorized.
  2. Police, Fire, Parking: Authorized as needed for emergency access and enforcement of fire lanes, ADA parking, and unauthorized encroachment onto the mall.
  3. WSU Facilities Operations and Dining Maintenance: WSU-owned vehicles of this nature are authorized for responding to official business only. Vehicles must display an official “Mall Service” (MS) sticker on lower left windshield or a larger official temporary “MS” tag hanging from rearview mirror. Snow removal equipment/vehicles are exempt from displaying “MS” permits.
  4. WSU-owned Vehicles Used for Delivery: Vehicles delivering to or picking up from the CUB must display an official “MS” sticker on lower left windshield or a larger official temporary “MS” tag hanging from rearview mirror. Access and parking is limited to designated service and loading areas.
  5. Other Exempt Vehicles: Vehicles must display an official “MS” sticker on lower left windshield or a larger official temporary “MS” tag hanging from rearview mirror and must park in designated service and loading areas.
  6. Women’s Transit: WSU-owned vehicles of this nature are authorized for responding to official business of transporting passengers only. Vehicles must display an official “MS” sticker on lower left windshield or a larger official temporary “MS” tag hanging from rearview mirror and are authorized after 5 PM and before 6 AM. Women’s Transit may not park or stage vehicles in the pedestrian mall areas.
  7. Private Vehicles Used for University Business: Vehicles must display an official “MS” sticker on lower left windshield, a larger official temporary “MS” tag hanging from rearview mirror, a departmental permit or an in-car meter and must park in designated service and loading areas.
  8. Crimson 3 Permits: Vehicles with a Crimson 3 permit may access Waller mall only to access the Crimson 3 parking lot. Crimson 3 permits are not valid to park on any actual pedestrian mall. 
  9. Private Beverage and Food Service Delivery: Marked company vehicles contracted by WSU delivering or picking up beverage and food products are to use designated service and loading areas. Proper permits are required.
  10. Vehicles used for sales calls: Whether marked or not, are not authorized to access the pedestrian malls.
  11. Private vehicles used for food pick-up and delivery platforms: Including but not limited to, Door Dash, UberEats, Pullman Delivery, etc. are strictly prohibited.
  12. Private Cash Collection: Marked company vehicles of this nature servicing the CUB are to use designated service and loading areas.
  13. FedEx/UPS/Other Parcel Delivery: Marked company vehicles delivering parcels to or picking up from the CUB are to use designated service and loading areas. For all other buildings, access and parking is limited to the back loading docks or service spaces.
  14. Private Contractors: Vehicles must display an official “MS” sticker on lower left windshield, a larger official temporary “MS” tag hanging from rearview mirror, or a Commercial permit and must park in designated service and loading areas or construction sites.
  15. Newspaper Delivery: Marked newspaper delivery authorized prior to 7:00am.
  16. Pullman Transit Dial-A-Ride: Loading and unloading should be done in designated service and loading areas.
  17. Taxis, Hotel Shuttles, Airport Shuttles, and Event Shuttles: Prohibited unless transporting persons with disabilities, with supporting documentation.
  18. WSU Van Pools: Prohibited unless transporting persons with disabilities.
